Working prototype. County service data is real and sourced; sections marked not researched yet are honest gaps, not empty design.

Counts are statewide totals as published by each source, not per-county projections. We haven't divided 40,000 by 87 to make a bigger number — the real per-county figure depends on how much of the 211 database is county-scoped, which we'll know once we can see it.

    Notes for reviewers

This prototype demonstrates structure and sourcing discipline, not finished coverage. Everything below is deliberate.

    • Real, sourced data: Community Action / Energy Assistance providers for all 87 counties and 11 tribal nations, crosswalked from the MN Department of Commerce provider table. Statewide lines are current.
    • Honest gaps: cells marked not researched yet distinguish "we haven't looked" from "nothing exists here." Most directories render these identically.
    • Verification stamps on every card. Source-ingested records are labeled as such and never presented as phone-verified.
    • Ordering by immediacy, not alphabetically. Visual weight descends with urgency — the top band is solid, the bottom is a plain list.
    • Shortcuts reorder, never restrict. Choosing a need pins matching records to the top; nothing is hidden, and the choice is skippable.
    • No account, no form, no eligibility gate before information is visible.
    • Give and get share a card. No separate volunteer section — most people who use mutual aid also contribute to it.
    • Four languages at launch. Somali and Hmong are marked draft here; safety-critical text is human-translated before launch, never machine-translated.
    • Live demo. This prototype is deployed at exhale-demo.netlify.app for hands-on review.
    • Deliberately unbranded. No name, no logo, no distinctive page title. A neutral tab and history entry is harder to recognise over someone's shoulder. Branding lives on partner materials, never on the site.
    • Safety branches skip location entirely. The crisis lines are statewide, so asking where someone is would add a step and buy nothing. One tap to a verified number.
    • Nothing is stored. No cookies, no local storage, no analytics. The exit button clears the page.

Where 211 fits: the gaps above are largely what the 211 database already holds. This is the delivery layer; 211 is the source of record. Corrections found in phone verification would route back upstream.
